Why can't some repubs realize that they have already been paying for the uninsured?

I understand I am paying for uninsured, but not ALL uninsured use the emergency room, now with Obamacare I will be paying for the Additional uninsured who are NOT using the emergency room too. Thanks you have been a big help.
